Loan Modification Guidelines for HAMP Not Being Followed by Wells Fargo

I am trying to apply for HAMP loan modification with Wells Fargo. They are saying I make too much money. The payment is roughly 36-37% of my income. I called a HOPE counselor and they conferenced called with me to Wells Fargo. The counselor said that Wells Fargo isn't following the HAMP guidelines and that I meet all of the requirements. What can I do? Who else can I call?
